Realistically you don't need a license to OWN a motorcycle, just to drive it. So if they're reasonable they'll insure the bike for you. You have to have insureance to ride it anyway, and I doubt you'd go buy a bike and just let it SIT THERE until you got your license (or permit at the very least).
