You need to buy a bike with a small engine, take an approved rider training course, and keep your coverage low. I bought a 49cc Yamaha DT50, an on-off road bike that is only a little smaller in size than a full size bike. This was so I could keep it two years and get a lower insurance rate on a bike I really wanted. I had some driving and m/c experience, so my rate won't compare, but they treated it like a small scooter so I paid $266 the first year and then $234. I was then able to get a bigger bike (a 400cc) for the same annual rate. This is with no coverage for collision. Send me a note if you want more details, but basically I felt I was able to afford this bike by the savings in insurance compared to starting out on a 750 or any size sport bike. A small scooter may do the same thing for you, but I wanted something I could ride off road so that is why I got the DT50.
