What insurance company will give me motorcycle insurance? I have a permit (not license) for car and motorcycle?

im 16. ive called like 10 companies and they all say i need a license for car or motorcycle.
my mom doesnt have insurance but if she needs to she will get it
so what the hell is the point of having a permit if i cant ride without insurance and i cant get it???????
